An Obama administration directive designed to preserve more public lands as wilderness is stirring anger in the West, where ranchers, sportsmen and energy companies say they could lose access to acreage they count on for their recreation and livelihood.
The regulatory change, initiated this month, directs the Bureau of Land Management to survey its vast holdings stretching between Alaska, Arizona, California and Colorado, in search of unspoiled back country. The agency can then designate these tracts - potentially millions of acres - as "wild lands."
Protections will vary from site to site, but in general such lands will be shielded from activities that disrupt habitat or destroy the solitude of the wild, according to the Interior Department. That might mean banning oil drilling, uranium mining or cattle grazing in some areas. It also could mean restrictions on recreational activities, such as snowmobiling or biking.

The EO side steps Congress to 'virtually' adopt an International treaty that Congress previously refused to ratify.
The intent of giving the President power to write Executive Orders was designed was to expedite the 'business' of managing government, for greater efficiency... but NOT to adopt International Treaties, create law, or sidestep the legislative process.
Legitimate Reasons for Issuing an Executive Order
1. Operational management of the executive branch
2. Operational management of federal agencies or officials
3. To carry out statutory presidential responsibilities
Any President can REVOKE or SUSPEND any EO by writing a new EO, or Congress may pass a law that alters it, or the Supreme court can declare EOs unconstitutional.
With enough public pressure in 1998, Bill Clinton was forced to SUSPEND EO 13083 (Federalism - which took away states rights; EO 13095 SUSPENDED it).
Then Clinton later wrote a 'replacement', EO 13132 in 1999, which mandated division of governmental responsibilities between federal government AND the states (watering down 'states' rights as guaranteed by the 10th amendment) and furthering the Unfunded Mandates Reform Act. So, he accomplished basically the same thing a year later when the public uproar subsided. This one will still be a problem; if push comes to shove the individual states are likely to loose the argument.

Because the Koran does not mandate truth telling to infidels and because upholding a man-made constitution conflicts with the literal text of Koranic law, the purpose of the oath is not served by swearing in on the Koran.
